The theme of this paper is to make scientific analysis of human resources in China's existing problems in the civil service system the government organs and in accordance with analysis, to put forward effective initiatives. This paper elaborates first on the background and issues raised, and the main contents of papers. Then, the article bases on the theory of modern human resources of this new century and a new theory of the development of a detailed presentation on the basic assumption that the civil service of humanity to judge, according to historical tradition, cultural characteristics, factors such as the quality of basic theories and made a complex social assumptions of humanity to the next continue to study surface lay a solid theoretical basis. Then, the article makes introductions on the cadre and personnel system for the status quo of modern government organs and analyses the development of human resources constraints, drawn mainly due to the lack of modern human resources management system understanding, the lack of scientific personnel mechanisms and the fact that the job classification has not yet been done in a scientific way, effective performance management have not been implemented in four respects thus hampering China's human resource development. Author of the paper obtained through the analysis of contemporary public sector human resources development trend of the four.
