Government human resource development has been the hot field of researchingamong administrative management, human resource management and organizationalbehavior for a long time. It can effectively improve the job enthusiasm, jobperformance of civil servants, and also improve the capability of governmentorganizations by the optimum human resource development. Effective human resourcedevelopment tools and methods are essential to building an optimum human resourcedevelopment. People Capability Maturity Model (below unified using P-CMM forshort) a kind of system tools on human resources development, which is using bymany enterprises and non-profit organizations during this10years period. This articletried to research the usability of the P-CMM on China Government human resourcesdevelopment. The article will also try to give some countermeasures andrecommendations for the well-application on P-CMM in China GovernmentOrganization from the sight of "mental mode".On the basis of the literature study, the article research on the applicability ofP-CMM in human resource development of the Government through a combinationmethod between theoretical analysis and empirical study. First, through the similarityand in difference analysis of P-CMM human resources development in the enterpriseand government, from the theory level showed that P-CMM can be the governmenthuman resources development the system tool. Secondly, through a survey ofGovernment civil servants, confirms the possibility of application of P-CMM in humanresource development of the Government. Meanwhile, the article has proven through the attention mental pattern, making utilization of P-CMM in government humanresources development more perfect and effective.Overall, the article discusses the feasibility for the application of P-CMM (a kindof systematic tool) on the Government human resources from the method of theoreticaland empirical, which is based on the status of the Government. The article has sometheoretical and practical implications.
