On Non - Traditional Security Cooperation Between China And Asean

With the increasing globalization since the 1990s, people are more and more concerned about the issues of Non-traditional Security. Both China and ASEAN are suffered from serious threats of Non-traditional Security, such as terrorism, international drug dealing, pirate, infectious diseases and so on. China has cooperated with ASEAN in many different areas since ASEAN was established. China and ASEAN have common interests on Non-traditional Security issues, and it is necessary to enhance the cooperation in this area to confront challenges. This paper focuses on the cooperation situation between China and ASEAN, and also has put forward some advices on strengthening cooperation on non-traditional security. The paper was divided into four parts.The first part is the introduction to the concept of non-traditional security. The concept of Non-traditional Security is developed from the concept of Traditional Security. It included many issues, such as environment issues, international drug dealing, terrorism, infectious diseases and so on. Compared with Traditional Security, Non-traditional Security has some distinctive differences.The second part elaborated reasons of why China and ASEAN should enhance cooperation on confronting non-traditional threats. First, globalization and the characteristic of Non-traditional Security issues made countries and organizations could not resolve Non-traditional Security threats by their own. Second, both China and ASEAN are suffered from serious threats of Non-traditional Security, therefore enhancing cooperation is the need of settling domestic problems. Third, enhancing cooperation on Non-traditional Security issues could also be propitious to trade between China and ASEAN and stabilization of this area.The third part summarized achievements of cooperation on Non-traditional Security issues between China and ASEAN, and pointed out the shortcomings of present cooperation. China and ASEAN have issued two important treaties on Non-traditional Security cooperation, and have taken several actions to solve problems. But the cooperation is not comprehensive enough and there is not permanent organ to handle Non-traditional Security issues effectively and promptly.The forth part put forward some concrete advice on how to strengthen cooperation between China and ASEAN. The paper analyze the cooperation situation of Shanghai Cooperation Organization, which is one of the most important organization China participated in, and issued some good points of this organization that could used in Non-traditional Security cooperation between China and ASEAN.With illustration, induction and comparison methods, the paper analyze the cooperation situation between China and ASEAN, and lead to the conclusion that China and ASEAN should strengthening cooperation on non-traditional security. Though there are many differences between China and ASEAN, there are many things in common. By the way of practicing, the cooperation on non-traditional between China and ASEAN would have a bright future.
