China's Government Crisis Management Performance Assessment Studies

Presently, society development of China has entered a crucial period, namely, the per capita GDP is from 1000 US dollars to 3000 US dollars. This period is not only the gold time of economic development but also the period of prominent society contradictions. It is inevitable for China to have all kinds of crisis because of all kind of contradictions and problems in this period. It is a premise for Chinese social stability to have good crisis management abilities. Therefore, how to manage the society crisis effectively is an urgent and realistic thing for Chinese Government.At present, based on performance evaluation, the crisis management is a new idea of government management in western countries, thus, by using the theories of crisis management, the theories of achievements appraisal and the Analytic Hierarchy Process comprehensively, the paper have researched government crisis management performance evaluation of China.First of all, the opening of this paper has introduced the background, significances of researches, basic concepts, research methods, research ideas, innovation. The paper also has elaborated the theories and the achievements of domestic and international crisis management and crisis management performance evaluation. And the paper has used the achievements for reference.Second, the paper has analyzed the situation of performance evaluation about Chinese government crisis management. First, it has summed up the problems about performance evaluation crisis management (the loose system, the single main body evaluation, unscientific procedures, etc.), then the paper has analyzed the reasons of these problems carefully. Finally, it has pointed out the importance to strengthen the performance evaluation of crisis management.Third, this paper has designed our government crisis management performance evaluation system from three stages of crisis management (preparation stage implementation stage and feedback stage), and it has revealed some internal factors.Finally, according to the contents of the crisis management and three-stage crisis management, the paper has designed performance evaluation index system, it has been divided into seven major types of indicators, thirty-one secondary indicators and the paper has used the AHP methods for the evaluation index system and to promote the improvement of crisis management mode through measurements.
