This paper mainly studies the evaluation of Heilongjiang province governmentperformance situation, firstly, the concept of performance evaluation from concept tore clarify the concept, content and value standard of government performanceevaluation, points out that the government performance evaluation is to achieve thepurpose of government efficiency, improve the management level of government,government functions to improve, upgrade the image of government.Heilongjiang province since2009since the implementation of the governmentperformance evaluation of pilot work, and achieved certain results and experience, butthere are some situations and problems. In the main, and the main methods, maincontents and the apply of the evaluation result is evaluated in terms of theperformance of Heilongjiang Province, there is single, the public participation is nothigh, the feedback results of the assessment and the unreasonable problem, analysisthe reason is they are assessment system is not perfect, information disclosure is notunit system is not perfect such problems, and puts forward the method for furtherimprovement.This paper puts forward the corresponding countermeasures in view of thepresent situation and problems of performance of Heilongjiang government, methodand evaluation system establishment and selection work of Heilongjiang governmentperformance evaluation organization, evaluation content, evaluation. In Heilongjiangto improve the government performance evaluation system, full integration andutilization of departmental assessment resources, establish scientific evaluationorganization, evaluation main body and object; in the determination of evaluation toestablish task reporting system, information disclosure and information applicationsystem, evaluation results of the application system, the work of governmentdepartments for rectification and improvement system; and determine the evaluationcontent, build Heilongjiang characteristics of the government performance evaluationindex system of government performance, application task book normalization,strengthen the ability of sustainable development evaluation index; in the selectionand determination of effect evaluation method, design and use of the questionnaire,the third party evaluation mechanism, differences in the design of social satisfactionquestionnaire the establishment of the Heilongjiang provincial government, departmental self-evaluation and mutual evaluation mechanism classification.
