Explore The Direct Control Of The County System In Our Country

Chinese Administrative Division has being displayed at various levels: Central Government, Province (The autonomous region, the municipality directly under the Central Government), the prefecture cities and autonomous prefectures(League), City or County(Banner) and town. Regardless of our country's history and those of other countries, it is extremely rare to implement this system at so many government levels. Since the 1990s, many provinces have carried out reforms in the expansion of county power and the establishment of county revenue directly under the provincial government system, marking the beginning of the reform in the "county directly under the city government" system. These reforms is in line with the trend of the "county directly under the provincial government" reform which involves the provincial management range, the distribution of benefits at the city government level, the adjustment of administrative districts, institutional reform, personnel reassignments, and many other complex issues. As a far-reaching impact reform, it must stand lasting and repeated tests and verifications. This paper, therefore, setting the "county directly under the provincial government" system as its research project, attempts to explore the feasibility, ideas, steps, as well as some policy recommendations of this system.This paper, from the perspectives of administration, public organization theory, and economic theory, combining previous practices of the "county directly under the provincial governmentsystem"at home with those successful experiences in other major countries around the world, analyzes and draws the need, feasibility, ideas, principles and steps of the reform. As an exploration research, we hope this article may impel implementing "county directly under the provincial government" system in China and provide some approaches to this reform with important practical and operating significance.
