Denmark's Wind Energy Development Experience Of China 's Renewable Energy Legislation Revelation

Energy is an important material base for the development of economy and society, but energy consumption also has a tremendous impact on the environment, so the sustainable use of energy is of great importance to sustainable development strategy. Whether China can achieve the objective of sustainable development depends on whether the energy industry can achieve its sustainably developmental goal or not. The sustainable and alternative are the main characteristics of sustainable energy strategies, so the implementation of "efficient - alternative - multi-polar" strategy based on renewable energy is needed. The renewable energy resource should be fully developed for national sustainable development, and it would become an important alternative energy resource after coal, petroleum and natural gas energies.At present, development of renewable energy resource faces with many financial, technical and political barriers. Experience in financial supports, privatization, and political supports from Denmark has promoted development of wind energy resource for 20 years. In order to promote and regulate the development of renewable energy resource in China, the current development and the legislations of renewable energy resource is analyzed after a full introduction of Danish experience in legislations for development of renewable energy resource.Overall, the paper is divided into three chapters:1. Danish experience and its assessment. In this part both Danish experience and renewable energy policy in other countries are introduced so that in a broader view we can have a better understanding of the international commonality of Danish experience and find the world trend of the policy on development of renewable energy.2. The situation of renewable energy development and its current legislation in China. This part includes the reasons, the serious obstacles to exploit and utilize renewable energy resources and the current situation of Chinese renewable energy legislation.3. Implication of Danish experience to China's legislations. In order to promote and regulate the development of renewable energy resource in China, conclusions and suggestions are made for legislations about the guiding ideology, the basic principles and specific energy legislation on the base of our conditions and Danish experience.
