From the1980s, Western countries began a protracted new public management reformmovement. In this campaign, many Western countries have adopted the new publicmanagement ideas to reform the police department, which achieved results are quiteremarkable. In comparison, China’s current police management system established relativelylate, is accompanied by the birth of the traditional political system was gradually developedand built up, with the continuous development of society, the socialist market economicsystem is constantly developed, the old police management system has not been able to meetthe real needs, all the disadvantages of being constantly exposed. Therefore, in order to keeppace with the times, our police department’s management reform is imperative. Must passthe new public management ideas and methods to enhance the overall performance ofgrassroots police management level, improve the operating efficiency of the policedepartment and law enforcement capabilities to better serve the masses, maintaining socialorder and stability.To this end, Shenyang Municipal Public Security Bureau police through theintroduction of foreign advanced management methods and concepts to fully draw on thesuccessful experience, combined with their own specific situation, put forward a new set ofpolice management model-level management, and has made where immediate results.The object of this study is mainly grass-roots police performance management,performance appraisal is actually words. They improve their work efficiency throughinnovation performance appraisal methods. In this paper, a number of public sectorperformance management relevant theoretical knowledge, Shenyang Municipal PublicSecurity Bureau on the level of management measures to conduct a comprehensive survey tofind out the relevant circumstances, and this in a systematic analysis and research. Throughanalysis and research some of the conclusions and methods to improve the public securitydepartment of the current management situation, both in theory and in fact there will be some help.The first chapter, the introduction, on the level of literature concerning the managementof a comprehensive theory of discourse, to clarify the research background and significance,and to the use of research ideas and research methods explicitly rose.The second chapter, on the level of management of the content, components andspecific operational mechanisms in detail, explains the hierarchical management of specificconcepts and analyzes its advantages.The third chapter, detailed analysis of the level of management in the Shenyang PublicSecurity Bureau, the actual situation of the implementation process, and achieved positiveresults.The fourth chapter analyzes the implementation of the model in the process of applyingspecific problems, such as unscientific assessment system; do not seriously, examinationresults are not taken seriously and so on.Chapter V, for the fourth chapter noted ask; propose appropriate solutions, such asoptimizing the evaluation system, attention to internal and external feedback, focusing on theperformance appraisal linked with reward and punishment, to enhance learning andeducation.Chapter VI summarizes the whole article and put forward our own outlook.
