Challenges And Reconstruction Of China City Emergency Response Center

The crucial factor for the establishment of city emergency response system in our country is to create a powerful, integrated and effective integrated city emergency response center. It's the emergency response management system that results in its pattern. Thus, the chief problem for the establishment of integrated emergency response center is not a technical problem but a structural one. Nowadays, local systems and integrated commanding centers for emergency response are successively setting up in different regions of our country, confirming the main body of responsibilities in emergency response and coordination patterns as well. However, this kind of system still has structural limitations on conflicts between integrated commanding cooperation and respective jurisdictions of different departments, and inconsistency on jurisdictions between superior and subordinate of emergency response management departments. The author believes that the reasonable and suitable pattern for development of integrated city emergency response system in modern China is to establish an integrated governmental emergency response system, which is supported by 110 commanding centers of police authorities and based on the partial adjustment of governmental emergency response system, authorization for initiative right to handle all kinds of emergencies and integration of public resources and actions from related departments.
