After The War Party Diplomacy, Sino-japanese Relations

As a diplomatic behavior on a kind of broad sense, political party diplomacy refers to the connection and association the political party of a country makes with the legal political parties of other sovereign states and international organizations of political parties under the guidance to safeguard the national benefit and promote relations with other countries. From the day of establishing, the Communist Party of China (CPC ) associated with Comintern, the international organization of Communist Parties of various countries. However, the political party diplomacy of the CPC in the real meaning, refers to contacts the CPC has made in the capacity of the ruling party with different political parties of other countries since the foundation of the People's Republic of China. In the past half century or more the political party diplomacy of China walked through a process of turns and twists development. It all did a major contribution for the diplomacy business of China in different history period. The political party diplomacy has become an important part in the Chinese total diplomacy.During the development experience of post-war Sino-Japan relation, political party diplomacy has played an indelible contribution. After the Second World War, because of the change of international situation, China and Japan were not able to establish normal diplomatic relations of state lasted for a long period of time. On the basis of the China government's energetic support and the masses' vigorous participation of the two nations, Sino-Japan relation firstly began from the civil association then moved to the semi-official form. In the meantime, the CPC and Chinese government opened exhibition association actively with main out -parties in Japan, and made consensus with them on the normalization of Sino- Japanese diplomatic relation in order to promote Japanese ruling party and government to change their policy toward China. Especially, in the preparing process of normalization of Sino- Japanese diplomatic relation, the Japanese out-parties played a unique bridge role. Under the backlogged base through Sino- Japanese the folks association and the common push of China and Japanese out-parties, the normalization of Sino- Japanese diplomatic relation achieved in the end. After that, the political party diplomacy still plays an important role in Sino- Japanese relationship. Since 1990s, many problems appeared between China and Japan. Especially during the period of Koizumi Junichiro holding the post of Japanese prime minister (2001.4-2006.9), the Sino- Japanese official relation came into political logjam. How to deal with the Sino-Japan relation has always been an important problem both for China and Japan. In probing into the development channels of Sino-Japan bilateral relations, the political parties in both China and Japan especially the ruling parties in the two countries should give full play to the political party diplomacy's advantages over official diplomacy on its characters of flexibility, duality and privacy and used their importance in their state politics.
