The People's Congress is the basic political system in our country and it is the regime's framework which represents the realization of the people's ruling and management. As the unit of all levels' People's Congress, the representatives of the People's Congress (RPC) contribute a lot to the implementation of the People's Congress and they are the media which represents the ruling and management of the people, and they are the communication bridge between the Chinese Communist Party and it's people. The successful performance and working efficiency of all level's RPC presents the level of decision-making of the People's Congress and shows the efficiency of its work, it makes great effect on the power of the People's Congress system and demonstrate the implementation and maintenance of the interests of the constituency. Therefore, the study of the problems of the RPC's duty performance will not only smooth the running mechanism of the People's Congresssystem, improving the system of the People's Congress, but also has great effect on solving the current problems about people's livelihood and construction of the harmonious society.With the progress of the RPC's duty performance, the sense of the democracy is developed a lot and the ability of the RPE improved greatly. However, there still remains many defects which can not make constituency fully satisfied and have affected the efficient exertion of the political function of all level's People's Congress. Therefore in this thesis I select some typical problems of the RPC's duty performance to make the analysis and anatomy of its causes, and bring out some measures.The thesis is divided into three major parts: in the first part, I illustrate the connotation and my personal understanding of the RPC's duty performance, and generally introduce the power, obligation and guarantee about the RPC's duty performance and anatomy the real meaning on the RPC's duty performance. In the second part, I summarize the major problems of the RPC's duty performance, which are mainly appeared as the wrong attitude and inadequate ability on the RPC's duty performance. They are concretely showed as following 3 points: some representatives of the People's Congress (RPC) lack the zeal for their duty; some of RPC are inadequate in their ability and skills on the performance of their duty; some RPC seldom communicate with their constituency; some of them don't have the awareness to accept the supervision; and most terribly some RPC committed crimes and transgress disciplines and rules just for personal interests. After the analysis of the above mentioned phenomena, I discovered the causes of them. They are consisted of the three aspects: firstly, it comes from the personal matter of the RPC; secondly, it concerns the systems and mechanisms of the RPC's duty performance which are inadequate and not sound, such as system for election, the system of the RPC, the systems of the guarantee for the RPC's duty performance, the systems of the supervision for the RPC's duty performance; thirdly, it is the society that still lacks the atmosphere and circumstances which shows respects, understanding and support for the duty performance of the RPC. The third major part of the thesis put forward some suggestion and proposals for the improvement of the RPC's duty performance. First of all, I do make the suggestion to stress the publicity about the duty performance of the RPC, optimize the social environment for the RPC's duty performance; secondly, I do make the proposal to make clear about the condition of the RPC's qualification, optimize the formation, proportion, quality and quantity of the RPC; thirdly, I propose to make the improvement of the election system, introduce the competition mechanism; strengthen the training of the RPC to improve the quality of all-level RPC; optimize the guarantee system for the duty performance of the PRC; standardize the inspiration and supervision mechanism and put the duty supervision into effect. In the last paragraph, I make some exploration on expansion of direct election and establishment of the professional RPC.
