Policy Implementation And Mobilization Strategy Of Grass-roots Government In Mobilized Governance

Based on the participant observation of the Ten Full Coverage Project of K Qi from the perspective of mobilized governance,taken the mobilization strategy of grass-roots government as the breakthrough point,this thesis analyzes the implementation process of the social policy of the grassroots government,thus it discusses the problems that appear in the implementation of social policies under the context of sports,and puts forward measures to solve the problem.Through the policy implementation analysis of the Ten Full Coverage Project of K QI,it can be concluded that the government is the main source of funds for social policy.It is aimed at providing social welfare to the people in agricultural and pastoral areas and satisfying their production and living needs,and the goal of achieving fairness and equality has always been set in the formulation process.In the process of policy implementation,the distribution basis of the selective principle is adopted in the form of payment in kind,and the strategy relies on the cooperation between the three levels of government,namely,the banner,the township and the countryside.In this way,more farmers and herdsmen will be benefited and urban-rural integration will be promoted.In this paper,the grass-roots government system mobilization strategy can be divided into Multi-line mobilization strategy,propaganda mobilization strategy,Active mobilization strategy,assessment of reward and punishment mobilization strategy,elite demonstration mobilization strategy.Although mobilization strategy in mobilized governance greatly improves the policy execution,it also brings a series of problems.For instance,the pressure on the grass-roots units is too great,and their duties and responsibilities are chaotic;the cognitive defect of grass-roots government to social policy;ignore the public satisfaction,and achieve performance-based;lack of incentives;formalism is prominent.In view of these problems,the author puts forward some improvement measures from the perspective of social policy.Enhance the grass-roots level of awareness of social policies;improving the interactive mechanism between policy executors and service partners;we will improve the incentive mechanism for policy implementation;strengthening the scientific nature of project management of special events.
