"One-size-fits-all" Enforcement Or Mobilized Governance?

In the past two years,the vigorous environmental supervision has attracted unprecedented attention from local government departments and enterprises.On the one hand,the relevant departments of environmental protection have generally strengthened the enforcement of environmentalprotection law and achieved remarkable results.But on the other hand,it also leads to a simple and crude way to unilaterally deal with the relationship between economic development and environmental protection,and local officials thus adopt a,"one-size-fits-all"blunt execution mode.Based on this,the questions of this paper are why there is a one-size-fits-all?Why does the explicit prohibition of this act at the central level continue to be repeated?Under the pressure of the higher-level supervision,what actions will local grassroots do?Effective mobilized governance or"one-size-fits-all" implementation?What is the deeper mechanism behind these phenomena?Taking the implementation process of D county's environmental protection policy as an example,this paper makes a thorough and detailed inquiry into the"one-size-fits-all"implementation and"mobilization governance".More concretely,from the perspective of the relationship between bureaucratic organizations and national capacity-building,this paper proposes a framework of "the executive pressure-the national capacity".Through on-the-spot interview and investigation,it traces and analyses the process of the case,and finds that under the pressure of environmental supervision,the grass-roots governments sometimes operate in a form of "one-size-fits-all" behavior,and sometimes they will take the mobilization behavior.This paper finds behind these phenomena,it has unique institutional environment and organizational foundation,which reflects the organizational problems such as the ability of government to absorb information,the ability of resource aggregation and interests conflicts and co-operation between bureaucracies and enterprises,and all of these problems lead to the ineffectiveness of the assessment and supervision mechanism.This discovery,based on the dynamic process of policy implementation,helps to better understand the operational logic of bureaucracy.
