Rural Practical Talent Development In Zibo City, The Public Policy Research

Building a new socialist countryside is a major historical task in China's modernization process. The most arduous and onerous task of building a well-off society is in the rural areas. It is necessary for building a socialist harmonious society to promote rural economic and social comprehensive progress. China's agriculture and rural economic growth depends largely on the quality of the farmers, training new farmers and the success or failure of vigorously developing rural practical talent determine China's agricultural and rural future. China's large rural population is the situation,transforming the rural tremendous human resources into human capital advantages,which become a source of strength to continue to promote the building of a new countryside,is a very urgent and important task of the building of new rural. Training several billions new fanners who have new ideas and acquire literacy and stress on civilization and well verse in technology,is the basis of the building of new rural. The majority of farmers is the main of the building of the new rural and if farmers had not participated in it and their overall quality not be improved,building a new socialist countryside will be greatly affected,or even difficult to achieve. This paper has proposed the public policy to train farmers, training new farmers, improving their quality,developing the rural practical talents,and vigorously promoting the building process of new rural in Zibo,by investigating the existing practical talents of Zibo City.
