| Strategic Management was introduced into the public sector in the 1980 s and became a particularly public administration measures in western countries.In China,the strategic management thinking also has long been presented in the government administration process,but still no relatively complete system analysis and application examples.This paper will present local government offices in foreign affair to expand the functions of the strategic transformation of research,strategic management thinking is employed,set Fuzhou Municipal People’s Government in the Shenzhen office as an example to SWOT analysis and build a model,and then make relevant countermeasures to provide reference for the field-office functions of local government restructuring in China.State Council integrated and retained the three kinds local government offices in foreign affair in Feb 2015.During ‘The 13 th Five Years Plan’ period,the ‘Four-Pronged Comprehensive Strategy’ ‘ one belt,one road’‘National Big Data’ have a major impact on local governments strategic planning functions and offices.This paper introduced the strategic management to the current local government offices in foreign affair to expand the functions of the actual transformation,thinking suitable the function to expand transformation of SWOT strategic pattern to regional development,propose on the basis of local development needs to build new diplomatic strategy management thought,strengthen regional cooperation management depends on information and reception work,set up in business a strategic alliance relationship with local government departments,to establish a new mode of investment mode and the chamber of commerce in guiding to maintain strategic framework and relevant countermeasures,serve The offices in foreign affair of local government functions to expand the transformation of the study guide,make strategic management in practice actually used in the administrative process. |
