Performance evaluation is an important foundation of the development and management of human resource, which reflects the organization strategy directly and is a straight factor to determine the salary, welfare, career development and training. To evaluate more scientifically and equitably is a precondition to encourage the staff and ensure the realization of organization goal. As far as the Shanghai police force is concerned, most root-grounded cadres are both participants and organizers to realize the organization goal, whose performances play straight and fundamental role in implementing the 3 political and social responsibility of the police force to "consolidate administration of CPC, maintain long period of order and stability and ensure people living and working in peace and contentment". Therefore, it is significant to establish effective performance evaluation system to encourage and ensure the realization of personal value and organization goal based on different job characteristics of the root-grounded cadres.Based on "role theory" in sociology, this paper starts from the introduction to "role theory" and performance evaluation, elaborates the relativity between the two aspects, analyzes core factors influencing cadres' performance evaluation (i.e. role vagueness and role conflict in performance evaluation), and puts forward the suggestion to resolve such problems in the ways of organizational coordination and personal coordination. Lastly, aiming at the group of cadres in Shanghai police stations and taking different job characteristics into account, this paper puts forward a comparative and operational set of performance evaluation method focusing on evaluation content, evaluation index and evaluation method.This paper pays keen attention and tries to resolve the realistic problem existing in cadres' performance evaluation by using the role theory, which is fresh in the research perspective, comprehensive in research content by conducting multi-dimensional analysis towards the problem, and creative in research method by integrating theoretical and demonstration analysis, and integrating problem analysis and resolution analysis.
