To establish a cadre workforce who are politically reliable and capable of running,theParty and the state is critical to enhance the Party’s governance and advance socialistmodernization. Party General Secretary Hu Jintao emphasized in the Chinese CommunistParty’s (CCP)17th Congress the importance of “improving the cadre evaluation system toembody the scientific development concept and correct conception of political achievements”.This is a clear requirement in view of some practical issues in the current cadre evaluationsystem.As the Organization Department of the Central Committee of the CPC advances thecomprehensive evaluation system for both party and government leaders to embody thescientific development concept, Guangzhou CPC Committee’s organization departmentlaunched an assessment on a new term of district (county) level officials in year2011. Basedon the practice of evaluating performance of the cadres in12districts (county-level cities) inGuangzhou, the author used the theories of public administration, human resources andorganization behavior to study the practical issues in the system, pointed out the shortfallsand proposed measures for improvement.The author first reviewed relevant theories and summarized previous researchexperiences, citing a few examples in developed countries. Second, the author defined cadresand achievements, systematically studied the development process of performance evaluationof China’s public servants, leaders and cadres and pointed out the shortfalls of the currentevaluation system. The author then elaborated the practice and experience in evaluating anew term of district (county) level officials in Guangzhou, affirming the positive roles thesystem has played while pointing out its shortfalls. Based on that, by referring to experiencein other countries, the author streamlined Guangzhou cadres’ views and expectations towardsthe evaluation and further strengthened cognition of the regular pattern of Guangzhou’sevaluation system. Finally, the author proposed an indicative system, a methodology systemand an application system that embodied the scientific development concept to evaluateperformance of district (county) level cadres.
