Fire disaster shows a tendency to increase with the development of economy in the developed countries. This tendency becomes more and more apparent in China too, ever since the reforming and opening-up policy came into use, especially when entering the 21 century, the national economy and demotic living level developed much more rapidly than before. Fire disaster increases annually, lost and hazard caused by fire increases correspondingly.The current capability of domestic fire fighting and protection can't meet this ever-increasing requirement. The ratio of the total firemen to the total population in China is less than 0.9‰, much less than 3‰of other developing countries, 10‰to 15‰of the developed countries. Much more firemen are needed than before, which is limited by the current military service system.A new type of fireman, named as contracted fireman, hired by local government, emerges as an efficient supplement to the traditional military service fireman. They work with military fireman on the fire scene, take the same role, such as fire fight, fire protection, hazard salvage, etc., and their action is more and more effective. Anyway, many problems come out during the application of these firemen, such as high resignation, low quality, low performance.The improvement and development of the whole army depends on the quality of every soldier, Mr. Hu Jintao once pointed out that team improving is essential to the whole public security system. And, because the target of the contracted firemen in 2010 is 100 thousand, which was required by Mr. Liu Jinguo, the minister of the public security department, the most import task in recent is how to administrate and improve the contracted fireman as soon as possible. In this paper, contracted fireman system and corresponding problem will be discussed first, and the inner causes will be analysized, the final target is to find a better administration way to improve the quality and performance of the contracted fireman.
