In March 2018,the Communist Party of China Central Committee issued((The Reform Plan For Deepending Party And National Institutions?,making it clear that fire team were withdrawn from system of military service collectively,the entire system was assigned to The Emergency Management Department,a national emergency rescue professional team was established,and professional fire system reform was officially started.Before the reform,however,with no complete set of legislative consummate,led to the current fire legislation has many restrictions on professional fire system reform,including fire organization,fire prevention,fire fighting and rescue work,administrative law enforcement,and other aspects,which restricted the professional system for fire work specialization,standardization and legalization.
