The new 'countryside construction.in social democracy is one majoy stratagem propounded by the Chinese Communist in the 16th session of the fifth plenary session of the party.It is a very important historical mission in the process of Chinese modernization;it is also the further advancement that the party plans both the city and -countryside's in social democracy has drawn intense attention from the academia.The construction about the socialistic new countryside involves macro-economics, institutional-economics,working-economics,demology,social security,law.As many scholars relate and analyze this topic from various points of view,it is then hundred schools of thought contend academic atmosphere.While the statistical research into the new countryside construction in social democracy which brought the matter of the new quantitative examination,it is certainly not only beneficial to the effective survey of the futher the process If the new countryside construction in social democracy,but also contribute to further theory research and practice.Therefore there are many researches which.are pointed to the.measurement of the survey and the research of the assessing index system.However,some of these studies which are divorced from the current actual situation have little significance;Some designs of the indicators framework are too enormous to operate hardly;In addition,most of these studies fail to combine the new countryside construction and the urban and rural economic and social development.This article expounds the concept of scientific development and harmonious society perspective on the building of the new socialist countryside in theory and in practice,and puts forward the four-in-one model of the new countryside character, including new living environment,new technological environment,new institutional environment,new division environment and new residents,and figure that regional new countryside construction should be synthetically evaluated by "productive","rich life" and "civilization and the environment".Based on the investigation on the development level of new countryside construction,the author joins the harmonious development of urban and rural areas into the thinking,and makes up the index system for determining building new socialist countryside efficiency.I hope that this article will play the role of promoting the building of a new socialist countryside regional evaluation in China,and accelerate the development level Of Jinagxi's new countryside construction by effective policy recommendations.There are four parts in this article1.Summary of New socialist countryside ConstructionIn this part some basic theoretical issues are mainly studied,which will offer background for later elaboration.Firstly,the connotation of countryside and several stages of the countryside development in Chinese history are reviewed,Secondly,the content and features of the new countryside are indicated successively.Then the contents and objectives of socialist new countryside construction are expatiated.On the final the concept of harmonious society and building of socialist new countryside ate discussed to tend to become alike in theory.2.Regional New countryside construction indicators system and its evaluation methods.This chapter is the key part of the paper,including three issues.Firstly,the principles to establish the indicators system of regional new countryside are expounded, and it laid the foundation for the establishment.Secondly,the indicators system for the appraising of regional new countryside construction is designed,including the indicators framework for the development level of regional,including the indicators framework for the development level of regional new countryside construction and the indicators framework for the coordinated development of urban and rural areas. Thirdly,coordinated development models are built up on the ground of appraising the development level of the subsystems by principal components analysis method.And according to development level of subsystems,the comprehensive development level of regional new countryside construction is modeled.Then the method of DEA is used to evaluate the validity of the development level of regional new countryside construction,and the subsystems as for inputs,coordinated urban and rural development indicators system for outputs.3.Evaluation and Analysis of Jiangxi'New countryside constructionAccording to the statistics of Jiangxi Province,an empirical analysis is made in this part in order to study Jiangxi's new countryside construction status,including a comparative analysis with other nine 'provinces in 2006,a longitudinal comparative analysis with itself from 2000 to 2006,as a validity analysis of Jiangxi's new countryside construction.4.SuggestionAccording to the result of the analysis in Chapter3,some suggestion are put forwards so as to promoting the development of Jiangxi'countryside construction.
