Nowadays, with the reform of economic system continued to develop, the department reform of the government have been finished in a new era that China is becoming into more opening and more modernization.However, the original incentive mechanism of human resource management gradually lost its action because the reform of non-profit groupsis very slow, which it is between the government and the enterprises. Impacted by traditional planned economy deeply, it exposed a lot of abuse, and didn't adapt for the system of socialism market economy and the develop of the works. For a long time, it is been planning according to the traditional incentive theory, neglecting the impact of institution's organizational characteristics, social status etc. Based on the organizational characteristics of non-profit groups, this paper established the incentive model of institutions, which suits for its organizational characteristics, value tropism and structure of workers.This paper is divided into four sections. The section one is introduction; it puts the questions, takes out the contents and explains the purposes. The section two and three are the theory parts, they studies the incentive theory and non-profit groups, analyzes the questions and the reasons of incentive mechanism in institutions of China. In the last section, according to the characteristics of non-profit groups, it gives the integrated incentive mechanism of institution in China by investigation, amylases and reaches of its human resource...
