In the 1980s, China has carried out the economic system and political system reform. The goal of establishing the pattern of "Small government, Big society" made China's NPO face an unprecedented development opportunity. NPO as the "third sector" plays an increasingly significant role at the vacuum of government and enterprise. Meanwhile, they also are facing big challenges. The stuff mobility and lower quality of them have big impact on the development of the organizations. Because China's NPO pay more attention on volunteers than employees, the lack of incentive mechanism can't attract good employees. NPO is still a new thing in China, it needs great social support and promote. But the organizational operating inefficient because of depending much more on volunteers. The organizations must have a certain number of fixed stuff to maintain the continuity of organizational development. Consequently, establishing efficient incentive mechanism needs to focus on.The thesis adopt qualitative analysis and through access to certain documentation and social survey to analyze the characteristic of NPO employees deeply. Then the author proposed an effective incentive mechanism which was raised from the community, organizations and individuals in the three aspects.
