Voluntary service means anyone who wants to contribute his time or ability voluntarily without any benefit requirement to serve the society for the advance of the social welfare business and the development of society and human beings. The voluntary service is gaining increasingly recognition. There are more and more people who participate in voluntary service and the service field becomes wider and wider.After a couple of years' development, the voluntary service in China has achieved great accomplishment. Voluntary service has an outstanding significance in the formation of the perfect social security system, as well as the acceleration of the economy development and moral standard improvement. Generally speaking, the voluntary service plays a crucial role in constructing a harmonious society and promoting the advancement of human beings. However, the voluntary service in China is facing many difficulties, such as low acknowledgement, low participation ratio of citizens, lack of related legislation, etc. These are the current limitations that restrict the development of voluntary service in China. The insufficiency of volunteer resource is the crucial problem that is needed to be solved immediately. The reason causes this problem is the lack of incentive mechanism in China.In our country, the main carrier of the voluntary service—the NPO, and the volunteer which becomes the important human resources of NPO, are both burgeoning things. The study on both the theory and the practice of the inspiration of volunteer's incentiveness in NPO are just underway. Therefore, the study on the inspiration of the volunteer's incentiveness of NPO has important theoretical and practical significance.This thesis focuses on the characteristic of the volunteer in NPO and the particularity of its incentiveness, with the adoption of comparative method. It sums up the characteristics of the volunteers, the differences between the volunteers and the employee of enterprises or official organizations, and the difference of voluntary activity between China and foreign countries as well as the reasons causing these differences. It also analyses the reasons and problems restricting the development of our voluntary activity, and provide some suggestions for the establishment of the incentive mechanism of volunteer in NPO.
