On The Chinese Communist Party Democratic Governance

Democracy is party' s life.From the founding date,the Communist Party of China has established "people are master in their own country" as its ruling direction and goal.It has carried on the positive unceasing exploration and the innovation for insisting democratic governance and obtained remarkable achievements,thus founded a road of democracy being in power with Chinese characteristic.However,because of the influence of Chinese traditional despotic system and the interference of the vested class in the process of political reform and the hindrance from massive actual problems,questions in democracy being in power are increasingly prominent,having room for improvement,so we must attach great importance to them and solve them seriously.Democratic governance is the key.CPC' s history of democratic governance is precious spiritual wealth for our party to strengthen democratic governance in the new era,and has important model significance.It is necessary to open the history again,comb and investigate the content and ruling way of democratic governance at different historical periods,summarize the experience and the lesson from its Gains and losses,and draw lessons from them.This article overall is divided into three parts.First part:State and describe ruling theory of Chinese Communist Party' s democratic governance.The democracy has different meaning in different lays, but the system democracy is fundamental。After analyzing the general conception of democracy,mainly state the conception of CPC' s democratic governance.There is difference of acquisition of ruling status and ruling scope between CPC and Western political parties.Governing and leading of the CPC has close relations. Ruling meaning and features in CPC' s democratic governance has its own characteristics.CPC' s democratic governance philosophy mainly concerns with main body of CPC' s democratic governance,goal of CPC' s democratic governance, ruling system of CPC' s democratic governance and valuation criteria of Power effect in CPC' s Democratic governance. Second part" Historical consideration and observation into CPC' s democracy being in power.According to the different implementation degree of democratic governance of CPC in China's political development process,CPC' s history of democratic ruling,from Soviet regime' s establishment to 17th session of National People's Congress convening more than 70 years,is divided into three stages.First, study the exploration and initial creation of the CPC' s democratic ruling.In 1931 Soviet worker and peasant democratic political power was established.United power of three classes was created in Anti-Japanese Base Area.People's democratic regime was established in the liberated area.Second,establish and destruct the CPC' s democratic governance.In 1949 the People's Republic of China came into existence,so national regime was established,but the CPC prosecuted "big four" in the process of the counter-right wing struggle in 1957,"Great Leap Forward" in 1958,counter-right opportunism in 1959,"Great Cultural Revolution" in 1966 and "two whatever' s" wrong policy afterwards。Those make CPC' s democratic governance entered the stage of destruction.Third,Period of recovery and development of the CPC' s democratic governance.Mao Zedong passed away in 1976, "Great Cultural Revolution" concluded.The "left leans" and "two whatever' s" was broken through by big discussion of truth standard question.Three of the Eleventh National People's Congress held.In 2004,that the human rights was enshrined in the constitution symbolized the human rights became the basic goal pursued by the CPC,and all authorities belong topeople.17th session of National People' s Congress put forward the idea to spread people' s democracy.A series of democratic measures promoted the development of democratic ruling.The Chinese Communist Party has gains and losses in the process of pursuing democratic ruling.They are good for our governance.Third part:Analyse the current situation about the CPC' s democratic ruling and its reasons,so I proposed certain tatics.
