The Study Of E-government Performance Measurement And It's Index System Of China

Since the late 20th century, e-government has been under construction with the development of intellectual economy and information society. By now, it has become a necessary program for governments around the world to improve the efficiency and efficacy of administration.In theory, the development of e-government will unavoidably have a great effect on the transformation of government function, the improvement of government efficiency, the scientification of government policy-making, the transparency of government work and the economy of government expense and so forth. As a matter of fact, after large-scale investment and construction, whether e-government can achieve the anticipated effect has been an issue that governments of all state and at all level have to focus on. The reason is that the performance of e-government has formed an integral part of government performance. Currently, the situation of e-government construction in China is not so affirmative. With a substantial investment, the outcome did not realize the anticipation. As for the causes, a lack of Performance Measurement that is fit for the characteristic of e-government may be an important one.Based on the achievement of e-government research institutes home and abroad, this thesis uses the theory and method of both Government Performance Measurement and Engineering Project Performance Measurement to analyze the foundation for the construction of our e-government performance measurement. In other words, from the aspects of the goal and cost-effect of our e-government construction, this thesis respectively develop an index system for the construction of government websites, infrastructure, database of basic information of government work and key system of government operation in an attempt to promote the development of our e-government and the improvement of our government performance simultaneously.
