| With the rapid development of society and the promotion of the globalization, public crisis increasingly happen, resulting in serious damages. Crisis as an emergency incident, the outbreak has seriously affected the normal functioning of society. Government must solve it as soon as possible. Therefore, effective crisis management is the key to the government's successful crisis management, which to a large extent depends on the ability to exchange information successfully. Perfect information exchange can create a better crisis management environment for the government's crisis management and information transfer effectively, which helps the government make a corresponding strategy to deal with the crisis, and control it in a short time.In response to these problems, this essay does an exploratory research on the factors of information exchange in crisis management, which makes the information exchange as the main research subject, based on the further analysis of the government's crisis management, together with System Dynamics. In this paper, Normal Distribution and Uniform Distribution, the different combinations of probability model, are applied, as well as System Dynamics, which to simulate the relations and the relevant factors that impact information exchange during the crisis management. Thus, this paper offers the reference for effective information exchange to improve enhance the government's ability to prevent, control and resolve various crises. |
