This paper conducts an in-depth study of the changes in American foreign assistance under Bush Administration after 9·11.After examining the changes in foreign assistance's ideas,objectives and relevant institution transformation in last 8 years,it comes up with the conclusion that foreign assistance has been elevated to a new level and shifted more to poverty-alleviation and development so as to better serve U.S.long-term interests.While new traits have emerged in the process,such as the prominent role of DOD in foreign assistance,increased amount of security assistance and development assistance,and emphasis on technical assistance,good governance,institution building and ownership,some traditional characteristics remain.Tied aid and bilateral aid are still the lion's share.In retrospect of the evolutional trail of foreign assistance,this paper concludes that although some changes have occurred in U.S.foreign assistance in post-9·11 era,the temporary foci of development with elevated role did not replace the core driving force in assistance tradition:strategic interests and economic stimulus.
