Research On China 's National Counter - Terrorism Strategy (2001-2011)

After the event of "9·11", anti-terrorism became an important task of multiple major powers of the world. China shows the determination to combat terrorism to the international community, and carried out a series of anti-terrorism work. But China has not released the National Strategy for Counterterrorism as a plaintext.In this paper, we can found although China has not released any plaintext of National Strategy for Counterterrorism, while, because of the national awareness of anti-terrorism work and a series of arrangements, China has formed its’ National Strategy for Counterterrorism, which is a National Strategy for Counterterrorism of a practical significance.Then, Strategic Theory is used to study China’s counter-terrorism work. Starting from the international and domestic environment of Chinese counter-terrorism, we can found the international environment is benefit for anti-terrorism, the United States and other major powers gather consensus calls for cooperation in international anti-terrorism activities. At the same time, China now is in the prominent economic and social development of the important period of strategic opportunities and social contradictions period. Terrorism threatens China’s national interestsIn the decade since "9·11", China has established the guiding ideology, goal, object, and key fields of the National Strategy for Counterterrorism. The guiding ideology of counterterrorism is combined with the guiding ideology of Chinese diplomatic strategy which is " Stand on one’s own, the five principles of peaceful coexistence", At the same time China focus on the prevention and combating of terrorism. In deep thought, China is also considering the development of the economy, the alleviation of the national contradictions, to eliminate the root causes of terrorism. China also confirms terroristic organization "Xinjiang independence"、"Tibet independence" as the object of its Strategy for Counterterrorism. The border areas and the cities, are key areas of China’s National Strategy for Counterterrorism. China actively carries out counter terrorism, aims to realize the political stability, economic development, social stability, which is the goal of the fundamental interests of the country and the National Strategy for Counterterrorism.In the political, economic, military, diplomatic and other anti-terrorism deployment, China carried out a lot of work. China has established the anti-terrorism coordinator department. At the same time, China’s legislative branch has formulated a series of laws and regulations to match the the National Strategy for Counterterrorism. In economic terms, for the prevention of terrorism financing, China formulated the "anti-money laundering strategy" and increases counterterrorism funding. In the military field, China has actively carried out military exercises to enhance the capabilities of counterterrorism. In the diplomatic arena, China plays a permanent member of the UN Security Council advantages, and actively promotes "the establishment of the Shanghai Cooperation Organization". Also, China launched the "anti-terrorism diplomacy". China’s National Strategy for Counterterrorism shows the characteristics of Strategy:comprehensiveness, persistent, determination.At the same time, the advantages and disadvantages of China’s National Strategy for Counterterrorism has gradually appeared. One of the advantages is that China’s national strength is very strong. The disadvantages are also exist, such as China is difficult to stop the "East Turkistan"terrorist forces abroad, The United States and other countries don’t fully support China’s counter-terrorism. And the "3·14"and "7·5"event mean that China’s Strategy for Counterterrorism remains to be further improved.
