This paper mainly focuses on "model", a social phenomenon with Chinese characteristics, aiming to forecast its trend of development in democratic times through a review on its historical changes; and think about its inspirations on civil education in a legal society by analyze its political functions in a certain historical condition.In this paper, the author will make analysis based on case study. At the beginning, we will have a review and general description on the phenomenon of "model" from the establishment of People's Republic Country of China and its developing trend, mainly focus on the process of discovery and establishment of models, and discuss why they declined at the end of 20 century; in Part Two, we will go to theoretical analysis, try to find theoretical supports from Marx Web's theory of Charismatic Leadership, trace historical origin in ancient China's political tradition of governance by ethics, to reveal its nature as a tool of political governance, and its three major political functions which is similar with Charismatic Leaders. At last, we will come back to the current society, to discuss if it is still necessary in today's China, and if the answer is yes, what kind of political role should models play in a legal time and domestic society.There are two clues through out the paper: the interaction between times and individuals as models, certain times define certain kind of models, and models also influence times; the past history can serve the current times, so the study of model can cast positive contribution on our civil education and social core values.
