China’s Modern Community Governance Model

Communities are the most fundamental unit of our society. China’s community development is entering a new stage of community governance after going through crucial stages such as community development, community construction and community management. By analysis of elements of community governance activities and logical structure, it is of certain theoretical and practical significance for accelerating construction of national governance system and speeding up establishing a well-off society in an all-round way to establish new modern urban community governance model combined with continuous practice to check and improve the model so as to find a suitable path for governance of urban community in the region and provide reference and experience for other regions. On the basis of analysis of elements of community governance phenomenon by means of the unification of history and logic, this study suggests that community phenomenon are composed of the four categories of community activities, community Tizhi, community mechanism and community concepts. And it builds a modern urban community governance mode including “who to conduct governance”, “what to be governed” and “how to conduct governance”. And it thereby analyzes community governance in Yinzhou District, Tieling City and finds out the root causes for the existing problems and provides improvement suggestions. The study mainly includes the following parts:Chapter 1:Introduction.It mainly introduces the research objectives and contents, literature review, research methods and significance.Chapter 2:Relevant concepts and theories: this part primarily defines the four components of “modern”, “community”, “governance” and “model” for modern urban community governance model and analyzes and analyzes the basis for construction from the perspectives of policy, theory and practice.Chapter 3:Establishment of China’s modern community governance model: it mainly discusses the establishment of the model, and analyzes the main body of “tripartite structure”. Besides, it studies the governance subject, phenomenon and relationship among sub-elements of the two and presents five governing measures of principles, basis, procedures, process and evaluation of modern urban community governance.Chapter 4:Analysis and establishment of the governance model for Yinzhou District, Tieling City. It finds out the problems and corresponding reasons of the governance model and countermeasures by case analysis of community governance in Yinzhou District, Tieling City,as follow. Namely, first, to get a comprehensive grasp of the practical situation of the community through large research, thoroughly investigation and large-scale discussion; second, to take measures such as strengthening the core role of leadership of the party organizations, weakening the intervention of the government with community governance, expanding orderly participation of the residents and actively cultivating social organization so as to promote equalization among all community governance subjects; third, to focus on “ask to know answer” service, coordinating e-government affairs “one-stop solution”, exploring personal business “all-purpose certificate” and other handy service for the public in community activities; fourth, to rationalize the community Tizhi with the emphasis on adjusting and improving community administrative service Tizhi, straightening out the relationship between the street office and the community governance service center and accelerating the establishment of owner committee from the two aspects of organization and Tizhi; fifth, to realize comprehensive supplementary reforms from three aspects of promoting reform of community hierarchical mechanism mainly by meso and micro mechanism complementary with the macro mechanism, realizing the transition into guidance and service type of community mechanism from administrative planning and strengthening motivation and safeguard mechanism; sixth, to build correct concept of modern community.
