Freedom And Equality: The Contemporary Government Value-oriented Integration

With Government, as a kind of political organization which carries out the public management to the whole society, stays in the center of national political lives from the beginning to the end. In terms of the purpose, the function, the responsibility and the actual practice of the government, government is by no means only the means and tools of the nation's will, but also the rational values existing as an subjective existence which has its own pursuit .Once government-oriented values has formed, it must produce great influence on the existence, the legality and the behavior of the government. Therefore, this thesis with the existence and development of the government-oriented values as the starting point, with the western liberalism as the theoretical background, through historically pursuing two main government-oriented values: the freedom and equality, with a method of combining history and theory, making full use of the research method of political philosophy,axiology and government theory, argues and demonstrates from multidimensional point of views that the merging of two main government-oriented values, the freedom and equality, in the present age, and finally finds out the actual significance and limitation of merging of the present government-oriented values.
