Citizenship, political science, political philosophy and critical theory is an important concept to address the individual and the relationship between the political community as the main content. In the development process, citizenship theory formed the different interpretation of the traditional schools of thought, the most representative is the republican and liberal interpretation of the traditional interpretation of tradition. Although the process of social development in the West, liberalism and liberal citizenship theory constantly being challenged and shock, but it is undeniable that in the field of citizenship, liberalism is still the mainstream. Based on the theory of liberal citizenship review of the development, as well as the theory of liberal citizenship main contents and characteristics of generalization, in combination with other schools of thought on the liberal critique of the theory of citizenship, liberal citizenship theory to explore the intrinsic value and Enlightenment on Contemporary China, in order to be able to build on China’s civil society be helpful.
