From the 1980's of the 20th century, in response to increasingly complex social problems, the western governments have carried out large-scale movements of reinventing government, to resolve the Government's various maladies. In these movements, the pursuit of best performance is devised to be the primary objective. Performance management has become an important strategy for government reform.In response to the need of socialize and the people, our county government ,as the most important base administration authority, should learn how to take advantage of the modern Western management theory, and combined with China's actual conditions and the drawbacks of the traditional performance appraisal, to build a new performance management system. This task is the priority one of the current county-level governments performance management work.In this paper, we first introduced some theories about the government management related to performance management, and then briefly summarized and contrasted some performance management tools took by the current domestic and foreign governments. At last, we advised the Balanced Scorecard(BSC) management tool was the best method to create a new county-level government performance management model with universal applicability.According to the theory of BSC, we can divide the mission and strategy of county Government's into four aspects: such as serving for citizens; improving internal business process; studying and growing; the government finance. After that, we try to establish the core indicators system based on the four aspects.This paper tried to prove a successful government BSC can keep the county government departments have always revolved around the organization's mission. Finally, the paper afforded the implementation of the steps that how to build the county government performance model based on the BSC and some supplementary measures to improve the performance effect.
