Nowadays the poverty caused by the environment crisis is being a big problem which can't be overlooked; the nation wants to solve this problem by the Ecological Resettlement policy. However, the Ecological Resettlement policy made the vicious circle " ecological crisis-poverty-Ecological Resettlement-new settlement place's ecological crisis" . This paper introduced the ecological history during the past 2000 years of human exploitation history in the Ejina Qi. The relationship between human and the environment in Ejina Qi came through the "nomadic- agriculture- being desert- resettlement- environment recovery- agriculture- resettlement" interaction process.This article analyzed why the Ejina Qi was deserted after 1949, and how the environment crisis came out. It also introduced the influence of the government's policies made of the ideology tradition of "ism of agriculture". It also explained why the local community was destructed by all previous "YunDong". That made the local knowledge system ignored, and caused series man-made environment problems such as the overload feeding, trees denudation and so on, which made Ejina Qi deserted. If this situation didn't change, the place where the large amount of people settled in would be destroyed soon.In conclusion, this paper advised that the national achievement in one's post evaluation had better pay attention to the ecological factor, and rebuild the people's life standards evaluating system. Rebuilding the local community which has the eminent domain of the local common resources and is composed by the local people can solve the problem. The way to solve the problem was not only to depend on the power of the national policy. It is also very important to realize the process of local people's rational adaption to the policies. With the rebuilding of the local community it can make the resource distribution process homeostasis.
