Situated in northwest of China, Ningxia Hui Autonomous Region embraces very limited geographical and natural environmental resource, among which includes dry and arid weather, water resource shortage, devoid of vegetation and desertification in the south mountainous part of the province. Ecological environment is so fragile and unstable that once destroyed, it will be hard to recover. With the growth in population and development in economy, the contradiction between environmental protection and economic growth has been gradually increasing. To solve the problem, ecological migration policy is carried out by the local government. Through analysis of the specific contents of the policy, thus to point out the problems and further probe into measures taken in Three Gorges Ecological Migration project, Xinjiang Ecological Migration project as well as Soviet Union Migration, this thesis tends to recommend the implement of the ecological migration policy should be based on the actual situation in south Ningxia province. To successfully illustrate focus of the thesis, here comes the structure of the paper. In the first chapter, the background knowledge and significance of the policy, together with overseas and domestic literature review are introduced. Chapter two mainly deals with the theoretical foundation which are service-oriented government theory, harmonious society philosophy and resource oriented government theory. In the third chapter, the author points out problems presented in the ecological migration policy in Ningxia. Policies covered in this chapter comprise agriculture preference policy, housing policy and land policy, industrial policy, finance and taxation policy, social security policy, household registration and education policy; while problems mentioned are inadequate preparation and unscientific construction of the emigrant villages, illegal measures and corruption. In the next chapter, based on the problems previously mentioned and introduction of examples of ecological migration in other regions, the author comes up with several creative resolutions and suggestions, including punishing and encouraging, advocating public participation as well as counterpart assistance and training service.
