On The Need For China To Establish The Responsibility System Of Government

Under the modern democratic politics, the concept of government responsibility has been generally accepted by most of the countries in the world. However, the practice of responsibility of the people in the world , that is, the political responsibility of the Government's commitment to the people show many differences yet. Under the wave of constitutional and public administration in the world, the construction of China's system of government responsibility for no delay.In this paper,we start from the basic concept of the responsibility of the Government ,to start to analyze the basis of theoretical and practical reason of the responsibility of the Government; and to carry out the general classification of the responsibility of government, with emphasis on the significance of the political responsibility, which led to the specific institutional forms of political responsibility, that is the system of the responsibility of government; and accompanied by economic development and the deepening of reform of the political system, China's system of responsible government has the necessity of building.Paper first introduced the favorable social environment of building the system of responsibility government in our country, and further analysis from the theoretical feasibility. Not only that, this article also has an objective evaluation of the systemof the responsibility of the Chinese government and the accountability mechanisms, and point out the shortcomings and deficiencies, and further argument for the necessity of building from the negative side of the system of responsibility government ,and pointed out the direction of the construction of the system of government responsibility, which leds to this article which thinking on the way the construction of China's system of responsible government.
