Study Of The Construction Of China's Responsible Government

Responsible government was brought about with the modern democratic politics; it's not only a basic value belief but a kind of institutional arrangement as well. Starting from the two angles, this thesis makes general analyses to the responsible government and its relative theories; demonstrates the necessities and bearings of constructing responsible government in our country; analyzes the status quo and problems of responsible government in our country and puts forward concrete countermeasures to constructing responsible government.This thesis consists of four parts:In the first part, pectination and comments on responsibility, responsible government and governmental responsibility are made above all. On this basis, the meaning and basic features of responsible government are summarized. In addition, four basic responsible contents and three kinds of responsible forms of responsible government are expatiated. In the second part, the necessities and bearings of constructing responsible government in our country are formulated. In the third part, first of all, the status quo and problems of responsible government in our country are reviewed from two angles: basic value belief and institutional arrangement. Next, the causes of them are analyzed with the theory of institutional shortage. In the last part, three criterions of appraisal on responsible government are put forward above all. Next, the four important transforms on the basic belief and mechanical construction of controlling politic, administrative, lawful and moral responsibility which are needed by accomplishing responsible government, are formulated. Lastly, two pieces of advice on carrying out responsible assumption are brought forward.
