The Russian Response To The Foreign Ngo

Non-governmental organization(NGO), as a form of social organization, is developing fast in the context of globalization. With the deepening of globalization, the internationalization of NGOs has become an important phenomenon. Across national boundaries, NGOs have taken activities in all over the world. In the past 20 years, foreign NGOs have made important contributions to promote all-round political, social and economic development of Russia. Before 2005, the regulation of the Russian government on foreign NGOs was loose. However, foreign NGOs played an important role in the"color revolutions"occurred in Eastern Europe and Central Asia at the beginning of the 21st century, which caused the vigilance of the Russian government. In addition, from the aspect of the Russian national security and the overall national interest, the Russian government has developed regulations of activities for foregin NGOs.This paper mainly studies the countermeasures to regulate foreign NGOs in Russia since 2005. The framework of this paper is as follows: The first part provides an overview of the historical background of the emergence of NGOs in the world; The second part sums up the four stages of development of foreign NGOs in Russia , then analyzes their present basic stuation; The third part discusses the practical and potential impact of foreign NGOs; The fourth part focuses on the countermeasure of the Putin administration to deal with foreign NGOs; The last part envaluates these countermeasures and gets some references.By the use of the data and case studies, this paper gives a more objective assessment of a foreign NGO activity in Russia and a comprehensive evaluation of the effectiveness of countermeasures of Russian government. In conclusion, considering national security and political stability, it is necessary to deal with foreign NGOs. However, the countermeasures to deal with foreign NGOs can not depart from a country's basic direction of reform and opening- up, and ultimately achieve the overall goal of national stability and development. According to the existence of certain similarities with Russia in the international environment, national conditions and development stage, the paper gives some proposals which could be helpful for China to deal with foreign NGOs.
