Corruption is a social and historical phenomenon arising accompanied with regime, it is the social cancer parasitize in the power,the problem of corruption and anti-corruption exists in no matter what kind of Social morphology,social system. Governing corruption from source is a new ideas of anti-corruption which evolved in the process of our party and government built the socialist market economy,it is the fundamental way to solve the problem of corruption.2005.1,the Central Committee of the Communist Party of China has proposed the specific requirement of establishing and improving the system of governing corruption form source from education,system and supervision.After several years's effort,the system of governing corruption form source has been formed initially,but,at present there exist many problems in the governing corruption form source,and it has not yet formed an effective mechanism to tackle corruption at its source.On the basis of referring research results on the problem of corruption from domestic and foreign scholars,this article summarizes the practice of the discipline inspection and supervision in recent years in our country,particularly it makes an in-depth analysis of governing corruption form source by taking Dongying City as an example,as well,it brings forward some countermeasures and suggestions for governing corruption form source.Firstly,it has explained the meaning of governing corruption form source and explores theoretical basis of governing corruption form source,that is, education-centered theory,theory of democratic supervision,theory of governing party strictly,as well as anti-corruption in accordance with the law theory.Secondly,based on the recall of the ancient china's governing corruption form source and the analysis for the governing corruption form source of the world,it points out that it is necessary to establish and improve monitoring mechanisms of public power for preventing and resoling corruption problem in the origin.Thirdly,this article discusses the practical work of governing corruption form source in Dongying City,it has analyzed and pointed out some problems about governing corruption form source,such as the structure,mechanism, and the system is not perfect and imperfect,inadequate supervision,education of the fight against corruption needs to be improved etc.Finally,the article tries to solve the problems by taking effective measures and constructing a system of governing corruption form source which can hold back and prevent corruption from the source,that is,to strengthen the system and mechanism innovation,to eradicate the breeding grounds for corruption; strengthen the building of system,to play the system's guarantee role in the governing corruption from source,to strengthen the supervision and control to power,to regulate the exercise of power,to strengthen education and create a strong anti-corruption atmosphere.This article combines together with the theoretical analysis and empirical analysis, the qualitative analysis and quantitative analysises and comparative.The author has visited the units of Dongying City which are responsible for tackling corruption at the source and get a large number of first-hand information..By analyzing the situation of governing corruption form source in Dongying City,this article has put forward some practical suggestions and countermeasures.
