Reduction Priority Legal Principles Established Explore

The law principle of giving priority to reduction comes from the "3R Principle" which means reduce,reuse and recycle in circular economy,and it is a basic law principle to prevent the environmental burden.This principle has been established by the many countries,and also by the new enacted the Circular Economy Promotion Law of the People's Republic of China.The law principle of giving priority to reduction is means that the development of a circular economy shall follow the principle of giving priority to reduction under the precondition of being technically feasible,economically rational and good for saving resources.Many countries implement this principle through laws,regulations,policies and economic incentives.This dissertation ranges from the management of the waste electrical and electronic equipment,mainly talks about the implementation of the law principle of giving priority to reduction in the design phase of the electrical and electronic equipment.It is means that the producers make the design change in their productions to restrain the generation of the waste and also easy to reuse or recycle in the end of life.This shows the closed cycling characteristics of the circular economy,firstly aims to reduce the generation of the waste and more highly use the natural resource to achieve the strategy of sustainable development.The circular economy is the updating model of the world economy,and also the new views of the environmental protection and the conservation of resource.The principle of giving priority to reduction origins from the development of the circular economy.People are convinced of the superiority of the priority to reduction in source in order to effectively realize the sustainable development.However,the circular economy is still in the initial step.If we can give priority to reduction in all the aspects of the economy,we would double fast develop circular economy and extricate the difficulty of the serious pollution and low resource usage.The whole dissertation can be divided into several sections.The first section gives a outline of the principle of giving priority to reduction and its basic points, which has been set forth by its history,theory basics and practical significance; secondly,it summarize and compare the characteristics of the foreign legislation and practice of this principle:thirdly,it offers some specific examples through several producers who change their design on the implementation of this principle:we can further study that this principle is of great importance in the area of the management of the waste of the electrical and electronic equipment,and learn how to implement the principle in practice;finally,it analyzes the Chinese circular economy and legislation background,and gives some suggestions and imagination of the practical system pattern to the implement the principle of giving priority to reduction.
