In the rapid economic development of the information age, with the widespreaduse of electronics, electronic waste is rapidly increasing. The process of electronicwaste which relates to two themes of environment and resources has importantpractical significance to the country’s economic, social development andenvironmental protection. Therefore, how to effectively manage the electronic wastehas become an important challenge facing the world.According to the developed countries experience in electronic wastemanagement,the main reasons of the failure of China electronic waste managementpractice in recent years is the lack of perfect laws and regulations to standardize thegovernment, producer and consumer and other economy main body responsibility andbehavior. Specifically, the main issue of electronic waste management is of interest toconfirm and balance, and the final analysis is the issue of sharing of responsibility,specifically bear the boundaries between producers, consumers and governmentresponsibility. How to resolve the liability issue of sharing the majority of foreigncountries is implemented on the basis of the system of extended producerresponsibility recycling of responsibility model, and has made efficient use of thegood results. Although China as early as1988, had already put forward the concept ofextended producer responsibility, and the Extended Producer Responsibilityprovisions in some laws, but these laws and regulations is too principles and vague,resulting in producers, consumers and government electronics waste recyclingobligations and the responsibilities are not clearly defined, it is difficult to promotethe effective management of electronic waste. Therefore, the establishment of perfectelectronic waste management and the system of extended producer responsibility andto strictly implement the relevant system is to solve the key problem of electronicwaste in China. To ensure the implementation of extended producer responsibility system under the premise, our country should choose suitable for development of ourcountry responsibility sharing mode, in order to perfect our country’s electronic wasterecycling.
