Public Administration Perspective Lack Of Government Public And Regression

publicity, as the basic attribute of government, is the distinctive quality of public administration compared to others. The government can guarantee the public administration developed correctly by holding on this. This thesis argues that both the artificial subjective factors and the objective insurmountable barrier in the development of economy and society results in the absence of publicity. However, public administration of government cannot work effectly and efficiently without publicity. The construction of publicity is the requirement of government per se and the demand of social development as well. Therefore, in the ideal level we must return the government the essential attribute——publicity, and advocate and insist steadily the truth goodness of Methodology in the values orientation; in the practical level, the public administration is one kind of public service taking the government as the core. The authority belongs to the people, and should return back to the people. Based on the notion, this article discuss the strategies and the ways to construct the publicity in the terms of ideoligy return, spiritual cultivation, institutional innovations, to realize the combination of political philosophy and the management science, the organic unification of standard research and the empirical study.
