A Study Of Marx And Engels' Thought Of Public Administration

Marx and Engels are the founders of Marxist thought of public management. This thesis, based on Marx-Engels classic works, critically learning from the useful ingredients of contemporary Western public administration theory and closely combining the practice of contemporary Chinese socialist public management, makes a deep and comprehensive exploration to Marx-Engels public management thought. Researching on Marx-Engels public management thought is of great theoretical significance for deep understanding and correctly grasping the fundamentals of it, guaranteeing the right direction of the academic study of public management in our country and analyzing and criticizing western bourgeois public management theory; At the same time, researching on Marx-Engels public management thought is also of great practical significance for carrying out the spirit of18th CPC National Congress and The Third Plenary Session of the eighteen, deepening the administrative reform, building a service-oriented Government and promoting the scientific process, democratization, legalization and efficiency of public administration in our country.This thesis is divided into three chapters apart from the introduction and conclusion. Chapter I is the formation and development of Marx-Engels public management thought, which describes the historical background and main source and discusses the historical process of its formation and development. Chapter2is the main idea of Marx-Engels public management thought, mainly including the essence, the function, the law and the pattern of public management. Among them, the essence is the basis, the function is the core, the law is the key and the pattern is the soul to it. Essentially, Marx-Engels public management thought is the public management thought to proletariat, which has fundamental differences from the bourgeois public management thought. To sum up, it has the basic features like human, scientific, revolutionary and practical nature. Chapter3is the contemporary value of Marx-Engels public management thought. As far as the theoretical value, Marx-Engels public management thought is the theoretical basis of public management in the socialism with Chinese characteristics and the theoretical weapons of criticizing and taking the modern Western management theory; As far as the practical value, Marx-Engels public management thought can provide scientific theoretical basis for reform of China’s administrative system; And offer action guide for the construction of the service-oriented government which people are satisfied with.There are two innovations of this thesis.
