The United States has a long history of exporting democracy in its diplomatic practice. The break out of the 9/11 attacks brings an overwhelming influence to the US foreign policy and its national security strategy. To better fight against terrorism and to protect the US interest worldwide, the Bush Administration attaches great importance to the implementation of exporting democracy. Bush Administration's strategy of exporting democracy has ideological roots in America's traditional culture, and is deeply influenced by the Neoconservatives and it outstrips all the other governments in the US history in the endeavor of exporting democracy, judging from range, degree and outcome. The study of Bush Administration's implementation of exporting democracy is of both theoretic and realistic significance, it outlines the latest adjustment of the US national security strategy, which will not only help us to know the Neoconservatives influence over the US foreign police better, but also provide China with referential experience to cope with ideological infiltration of the western world.This thesis can be divided into four parts. The first part outlines the cultural, historical and theoretic background of Bush Administration's exporting democracy strategy, to bring forward the research thinking and approach. The second part elaborates on the US implementation of exporting democracy in three key areas, namely Latin America, Middle East and Central Asia, making comparative analysis between the three classified by goals, methods and outcomes, probing into the great impact that this strategy has imposed to the balance of the world geopolitics. The third part puts forward a case study of NGO's role in the democratization of Central Asia, outlining US efforts in the"Tulip Revolution"in Kyrgyzstan. The fourth part reveals the paradox and prospects of Bush Administration's exporting democracy strategy based on the abovementioned analysis, that exporting democracy according to the US own will would bring instabilities to the world peace.
