The exporting democracy strategy is always the main content of the American global strategy and foreign policy. In the case of America, exporting democracy is not only the intention, but also the content and method. It is the logical extention of American diplomacy by utilizing the American democratic value to reshape the world. In the post-cold war, America established its exceeding position in the world, that's Superpower No.1. So they took it for granted that America had possessed the capacity to complete its historical mission. Therefore, the American governments after the cold war made the exporting democracy strategy an important part of their long-term strategic development. At present, America has built up many strategic core regions to export democracy around the world. The American exporting democracy strategy has gained different output results, and has had important effect on the international order, the interactions among major countries and America itself.The frame structure of this dissertation consists of seven parts, mainly includes prolegomena, main body and conclusion. The main body includes five chapters. The content design tries to make every chapter to possess inherent sequential inference, and tries to let every section keep to the point, and adds theoretical and realistic interpretation properly.In Chapter One, the thesis introduces the theoretical origin and concept clarification of American exporting democracy strategy. First this chapter makes an all-round and systematic analysis on the intension, property, means and content of the American exporting democracy strategy. In addition, this chapter mainly explains the two theoretical basis of American exporting democracy strategy——Democratic Peace Theory and New Conservatism. At the same time it expounds the effect of these two kinds of political thoughts take on the formation and development of the exporting democracy strategy of American governments in post-cold war.The cultural roots and the profit motivation of the American exporting democracy strategy are explored in a profound way in the next chapter. For the author's understanding, the American exporting democracy strategy implicates abundant thought culture parent and significant interest. The content about the thought culture parent is complicated, which mainly includes some religious ideology, such as the Chosen people and Mission view etc., the strong ethnocentrism, the advanced political system and the expansion consciousness that deeply rooted in American's mind. All of these are the deep reasons why American have always been keen on exporting democracy all over the world. Besides these cultural roots, there are some realistic profit which supports America to stick to the exporting democracy strategy and press on, for example, the security interest and the economic interest. The exporting democracy strategy is one of the important means for America to seek the national interest. The American government is always under the pretence of "democracy", conceal its hegemonism sequentially.Chapter Three discusses the geopolitical layout and its exerting of American exporting democracy strategy in post-cold war. After making a comprehensive investigation on the process that America promotes democracy to other countries, we can find that the exercise of American exporting democracy strategy is selective. The key areas are all geostrategic regions that relate to core American national interest. From the east to the west, the key regions include Latin American region, Central Asia, Middle East. This kind of selective exporting embodies some specific features, such as selective intervention and progressive transmission. In this chapter, the author mainly selects the core regions in Latin American region, Central Asia, Middle East, in which America tries to export democracy. This part also discusses the interest motivation that America perused in these three core strategic regions, and the means and content and tendency of exerting exporting democracy strategy in these regions.In Chapter Four, there is the overall assessment for the American exporting democracy strategy in post-cold war. On content setting, there is logical relation of mutual corroboration between the third chapter and the fourth chapter. This part mainly evaluates the effect of exerting American exporting democracy strategy in post-cold war by selecting some illustrative cases. In former Soviet region, the author selects "color revolutions" that took place in Georgia, Ukraine, and Kirghizia as the illustrative cases; in Middle East, selects the Iraq war launched by the United States as the classic case; in Latin America region, selects Venezuela and Haiti as the typical cases. In order to get objective results, the survey result made by some fact-finding organs that are internationally known to the analysis of illustrative cases is used to explore the particular case that how is America export democracy in these regions, such as the cost and the expense that America has to pay and the risk that America has to take. In addition, this part also analyzes the reflection and assessment made by the countries in which America export democracy and other countries in the world.The effect and tendency of American exporting democracy strategy in post-cold war is predicted in the last chapter. Firstly, the author evaluates the American exporting democracy strategy, emphasizes on the analysis of the essence and the limitation of the American exporting democracy strategy. Meanwhile, the author put forward her theoretical thinking of some concepts including democracy, war and peace in the frame of "Democratic Peace Theory". In the author's opinion, the American exporting democracy strategy has a profound influence on the international order, the interactions among major countries and America itself. In 2009, Barrack Obama became the new president of the United States. It's almost one year that the new American government exerts intense intention of exporting democracy to the world, for example, the plans to send more troops to Afghanistan, Giving formal backing for sanctions against Iran, weapons sales to Taiwan, meeting the Dalai Lama, etc. Although the American national strength and international prestige were destroyed seriously during the George w. Bush era, Obama government keeps on exporting democracy to the other parts of the world, in order to gain more political and economic interest and maintain the America's supremacy and global leadership. It is worth noting that the Obama government will make some adjustment on the exporting means.In conclusion, the American governments in post-cold war not only abandon the exporting democracy strategy, but also heightened its strategic level. The exporting democracy of Obama government presents a new tendency as well. The contradiction between America and the countries she wants to export democracy is accumulating and deepening. The exporting democracy strategy has become one of the important friction factors in American diplomacy. Obama was commissioned in the period of American strength decline. In addition, American's international rallying point and the figure of "Democratic Model" were under the negative influence because of the exerting exporting democracy forcibly in Iraq War and Afghanistan War. So the Obama government must make some adjustments on Bush's exporting democracy strategy. He will exert more flexibility means; stress the importance of international cooperation and multilateral policy in diplomacy. His democratic routs will be more pragmatic. Sometimes, the American democratic objective will take the backseat in order to gain more important and realistic national interest.In globalization, the U.S.-centric international political model and the world democratic tendency often stand in the way of organizing the new order of international politics and economy. Because the American government is always under the pretence of "democracy", conceal its hegemonism sequentially, the world should keep clear cognition on America's conduct of exporting democracy, resist the negative influence on democratization of international relations. First, every country must defend state sovereignty. The basic premise of democracy is equality, so every country must adherence to the principle of not interference other country's state sovereignty. Second, what kind of political system a country adopts should be decided by its people according to the specific conditions of its country. Exporting democracy forcibly can't be accepted by any country. Third, every country should respect the cultural diversity during the process of dealing with international relations. The development of democracy is a complicated process affected by internal and external causes. Every country and region has its own historical and cultural tradition. It is against the law of historical development and people's will to export democracy forcibly, even launch war. In a word, during the process of constructing the international democratization, all the countries, no matter big or small, strong or weak, rich or poor, are equal members in the world. Every country should stick to the rules of respecting each other, equal dialogue, overcoming differences and seeking common ground. People in the whole world can make efforts to form democratic values and democratic culture which is real advanced and can be accepted by most of countries.
