Study On Perfecting The System Of Universal Pension Service In Hebei Province

The inclusive old-age service system is a kind of institutional arrangement which is based on the basic old-age service and the "inclusive" social welfare model,guided by the policy,fully mobilizes the market power,and adheres to the principles of inclusive and fair,constantly enriches the project content,and provides inclusive old-age service to all the elderly.By greatly improving the popularity and benefit of old-age service,we can continuously expand and extend the content and structure level of our old-age security system to meet the diversified old-age service needs of the elderly.The base of the elderly population in Hebei Province is relatively large,growing rapidly,developing to the trend of aging and empty nest,the corresponding various types of service demand increase,in the service supply still needs to be optimized,and the inclusive old-age service needs to be improved.Through the field investigation and related literature review,this paper analyzes the relevant contents of the inclusive pension service system in Hebei Province from five aspects.First of all,define the relevant concepts of inclusive old-age service,clarify the relevant theoretical basis,including the definition of pension service,inclusive,inclusive old-age service system and other concepts,and elaborated the social welfare theory,social equity theory,Maslow demand theory.Secondly,it reviews the development course of the inclusive pension service system in Hebei Province,and understands the inclusive pension service system in Hebei Province from the aspects of service subject,service object and service content.Thirdly,in terms of the current situation of system operation,this paper analyzes the achievements of inclusive old-age service in Hebei Province in recent years from the macro level,which shows that the scope of inclusive old-age service security is gradually expanded,the service content tends to be diverse,the subject tends to be diversified,and the financial support level is gradually improved.At the same time,the fuzzy comprehensive evaluation method is used to analyze the satisfaction of the inclusive pension service system in Hebei Province.Then,combined with the research results,further explore the problems existing in the system.Finally,based on the problems found,the author puts forward the relevantimprovement countermeasures,such as perfecting the supply of inclusive old-age service,strengthening the construction of inclusive old-age service mechanism,perfecting the inclusive old-age service policy,planning and implementing the inclusive old-age service system,etc.,in order to build a comprehensive and sustainable inclusive old-age service system with moderate inclusive benefits,service stratification,multiple participation,and integration of urban and rural areas.
