Corsica is one part of the territory of French, but she is far away from French mainland and is one of the three largest islands in Mediterranean. With the misfortunate destiny, Corsica was under the control of Greece, the Roman Empire and Genoa until integrated into France in 1768. Corsica has its own history, culture, language and even constructed an independent country and law in its history. In the past 200 years, with the gradual resurged of Corsica's ethnic consciousness, the Corsican felt discontent and angry because of the long time forced integration or assimilation of the national political,economic,cultural and social by French Government. After 1975, the ethnic separatist activities of Corsica had sprung up and not finished until today, which not only threaten the legitimacy of the rule of French, but also seriously affected the development of Corsica. Therefore, the political crisis, the economic backwardness, the cultural conflicts and the social instability all evolved into the "Corsican problem" in the eyes of the scholars, which became the greatest yoke of the development of Corsica. Facing the problem of Corsica, the French government, under the principle of national unification, given Corsica the greater autonomy power, supported its economic development, respected for its cultural traditions and cracked down the ethnic separatist organizations of Corsica; At the same time, the French Government aware that the importance of the multi-collaborative governance in resolving the problem of Corsica. Through the multi-governance of the French government and the Corsica local government, the European Union and the Corsica society. Not only it introduced into a platform of dialogue and participation between the government and the people of Corsica, which can ease their conflicts, but also promoted the sustainable development of Corsica, making Corsica changing from local autonomy to local governance.The thesis tries to use the political words "governance" to explore and reinterpret the local autonomy of Corsica and consider the local autonomy of Corsica in the concept of the governance. In France, the research of Corsica is a popular topic and the majority of scholars explores the formation and resolution of the problem of Corsica in a historical or constitutional perspective; In China, scholars pay more attention to the ethnic separatist movement in Corsica, but few scholar research the system of Corsican local autonomy theory and practice. In fact, the French government is working on collaborative governance to solve the Corsican problem and build a harmonious partnership between the government and civil society. This special new type of local autonomy model provides a good opportunity for our study of Corsican local autonomy, which not only can we break through the old perspective but re-examine the local autonomy of Corsica, but also allows us to make a reasonable summary that how the West Country deal with the relationship between the central and special local government. From this perspective, research the local autonomy of Corsica in the concept of governance has great theoretical and practical significance. The thesis is divided into the five chapters: the first chapter, "overview of Corsica". It mainly introduces the basic situation of Corsica and historical review; the second chapter, "origin of Corsica question". It mainly analyzes the conflicts between France and Corsica, and the ethnic separatist activities of Corsica; the third chapter, "theory of governance and the local autonomy in France". It will study the theory of governance and the local autonomy in France, which paves the way to the background of below; the fourth chapter, "local autonomy of Corsica in the concept of governance". It is the key point of this thesis and presents the institutions of the special local autonomy of Corsica and the multi-governance of Corsica; the fifth chapter, "re-examine and prospect of the local autonomy of Corsica". Author will make comments on the problems of the governance of Corsica and state the commendations and the future of the Corsica.
