In the field of international relations, external assistance is both a political and economical phenomena and a new appearance having been developing since the end of the World War Two. After the World War Two, external assistance had been moving towards standardization and systematization. Nowadays, most countries are giving assistance or accepting assistance or combining the two aspects. So they all have close relations with external assistance. With its wide influence, it is very important for us to do researches on external assistance in order to better understand international relations. Meanwhile, researches on typical big aid givers are of great importance to those third world countries who accept assistance. By this, they can more efficiently make use of foreign aid.By explaining and comparing European and American foreign aid policies, this thesis tells the essence of developing countries'foreign aid. Structure:The introduction part tells the meaning and current research conclusions about this theme.The first chapter explains the definitions, motivations and developing processes of foreign aid.The second chapter explains European and American foreign aid policies respectively.The third chapter is a comparison of European and American foreign aid.The last chapter is a conclusion.
