With the deep developm ent of reform and open up, our nation’ s Government Affairs Center has got a good effect. However, today, other Government Affairs Center in other areas of China, still get a lot of problems, these problems have bad influence on its developing in the future, it is necessary to do this research.This essay, takes Xinglongtai District in Panjin City as an example, finding out the real problems via its conception and Seam less Government Theory, and also discovering these problems’ reasons, this essay gives out the exact solution s according to the Seamless Government Theory, these solutions will h ave good influence on the construction of this center.This essay contains four parts. The fourth part will give th e solution to the problem, and will try to give m ethod based on four ways.
