With the transition of economic system in China,the urban economy and1irestructure has changed accordingly,which creates new opportunities forgrass root management．On the progress of searching for"modern citymanagement model"by Shanghai government,the Community AffairHandling center stablished"two-tier government．three～tieradministration"theory which plays an important role to enhance therenovation of the government'sadministration system.However,the practiceand activities of current Community Affair Handling center has no power toinfluence the current status of government's administration organization andfunctions．Therefore,to fully strengthen the"grass root"management and setup an efficient and unified affair handling center,we need to carefully think about the future development on a more broad level with wider view and moreinnovative conception．Based on the qualitative and quantitative research byusing the methods of comparison,regulation study and process study andindividual case study,the articles has objectively analyzed the problems andweakness existing incurrent Community Handling Center,and put forward theideas of the combination of using modern information and networktechnology to consolidate there sources,which leads to an ideal model ofCommunity Affair Handling Center by implementing 3 steps．...
